How can I block categories with 0 images from showing up?

I create a category for each user that signs up, but some users only signup so that they can vote or comment on existing photos and have no immediate desire to upload any of their photos.

Is there a way of blocking categories that have 0 images in them from showing up under there main categories something like the following:

Main Category:
User A (10 photos) - This category should show up
User B (0 photos) - This category should NOT show up
User C (3 photos) - This category should show up

but then only admin will be able upload in there, right?

Actually, I was thinking that only the person with permission to upload into that private directory would be able to.

So, only the people that I assign permissions to upload into those directories can do so, (as well as the admin of course).  Then once there is one photo posted, the category should be visible by everyone again.

Thats my thoughts on it.

I dont think that possible to do withough hardcore modifications, (might be easier with MPC mod)
