I'm assuming that, because you're using a dial-up connection to reach the web server, you're using a paid or free web host and that you do not have the ability to install php on the box, etc.
php.ini is a configuration file for php itself. It is not part of 4images. Ask you host if there is a file size limit on uploads and then tackle the problem with that info. If it's a host imposed limit, you'll have to work with smaller files or plead your case with your host as it's not under the control of 4images. If not, then repost with the info you get from your host and maybe someone can find a solution.
