i install some mods and now only ADMIN users can upload images 
anyone have a clue what is happen?
i install this mods

Did you double check your settings in ACP to allow uploads from registered users or whatever setting you want?

yes categories are configured one by one on ACP to REGISTER USERS upload her images
but only ADMIN can do it

i even switch the member.php file to the original one of 1.7.4, doenst work  to

Sorry I can't help as I could not find where any of those mods would affect that.

Hopefully someone that knows these mods better would know something.

oh well im still trying to find where is the problem... on database on code
i dont install anymore mods never again

go back to the default, restore all backups and then do one at a time and check to see if it happens again.
