The Oh Joy "HELO invalid mail server response: 220-We do not..." Error

I've read through as much as I can (English only), I tried the fix, did nothing different other then change the error message.  Still getting:

"HELO invalid mail server response: 220-We do not authorize the use of this system to transport unsolicited, "

I've tried different mail hosts, SMTP on or off, different Users, PLAIN or LOGIN.  Some give me a different error but that is usually accounted to changing the mail server to something it doesn't like or my mail host doesn't like.  If you try to create a user on my site then you will get that error as well.  Help me plz.

Don't use SMTP and then it works...

I tried that, says the email is sent but I never get a message of any kind.  Tried multiple email addresses, different ways of sending out emails, nothing comes through.

Hätte dazu auch noch mal eine Frage, wir bekommen jede Menge Mails von GMX zurück:

Sorry, your helo has been denied. 550 5.7.1 (
http://www.gmx.net/serverrules ) (in reply to RCPT TO command)

Wir haben extra auf auf SMTP-Versand umgestellt, um mitzubekommen, wann Mails nicht zugestellt werden.

Kann man dieses Problem irgendwie von Software-Seite lösen?

wir bekommen auch ständig solche Mailer-Daemon-E-Mails mit:

Hi. This is the qmail-send program at "unser-Server".
I'm afraid I wasn't able to deliver your message to the following addresses.
This is a permanent error; I've given up. Sorry it didn't work out.

und weiter unten steht dann:

<"E-Mail-Adresse">:
213.165.64.100 does not like recipient.
Remote host said: 550-5.7.1 {mx017} Sorry, your helo has been denied.
550 5.7.1 ( http://portal.gmx.net/serverrules )
Giving up on 213.165.64.100.

In den 4images Einstellungen ist SMTP abgeschalten und die Felder darunter leer (SMTP-Passwort usw.)

Ich bekomme das nicht in den Griff, habe auch bei Plesk in den Server-Einstellungen SMTP ausgeschalten, geht alles nicht!
