Send mail when admin upload images

Hello 

I'm need a litle mod who send automatic email to user when admin/user upload wallpapers. But not always when images add but one a day.

Example:

User Stela add 6 images 19.06.06 8:00 am
User Mark add 3 images 19.06.06 13:00 am
Admin Lukas add 30 images 19.06.06 16:00 am

and email was send automatic on 0:00 to all people who agree email for admin example:
