Allowing users to create subcategories

I apologize for posting this message in English; my second language is Spanish, and although I can read German (barely). I can't write or speak it coherently.

Anyhow, the question -- I was wondering if there was any way that a user group could be created, where users in that group could create their own subcategories under designated gallery categories.

I've been asking me the same thing. When I get some time I can try to write some function to do this.
