How do you make language packs?

Hello,
I need to make a Czech language pack. How do I do this? How do you make language packs? I could not find any information or help on this web site.

simply copy all .php files from /lang/english/ into /lang/czech/ and edit them. Translate everything that is after => (meaning dont touch the variables names and what is in it's brackets ( [ ] )

$lang['dont_touch_here'] => "Translate me";

One more question.

I need my web site to have two versions, one in English and one in Czech. How do I make it so that the text that I enter for the category description or the image description is displayed in each version differently. I.e. once English and once Czech?

only interface language possible to change.
