Is it possible to ban specific or ranges of IP addresses or prevent user signups

My site is continually being spidered by 'polish' IP addresses and fake accounts are being registered continually, for what reason I don't know as I always set them to be unverified and I then delete them en-mass. Is it possible to either ban ranges of IP addresses or better still just prevent user signups altogether?
