I got things set up, but when I use the admin that I set at install it appears that it is only a standard user account. is there a way to set admin for the user in the database, or am I jjust missing something?

yes, u can. if u know how to u use phpmyadmin or any simular software to manage database, then check that your user has 9 in user_level field (4images_users table)
