Validation and Notify wenn uploading

I have set the option "Notify by email upon user upload" to yes, but I'm not reciving an email? I filled in the email adress.

Allsow, users can upload pictures without validation??? That wasn't the Idea I cant find an option to turn the validation on or of

You can set the permission "Direct Upload" for each category. If you are logged in as Admin, you have always this permision, this maybe answers your first question.
