I can't say anything about 4images development, I'm not part of it, however some things should never be part of 4images by default, and should only be available as mods, simply because at current state 4images doesn't support "modules" and once the code is installed, its always there, even if you disable it, which can affect the performance.
Also, most of the published mods are made by regular members and not by 4images developers, therefore including such mods into official 4images package would be problematic as for the developers (because they would need do complete forensic analysis to understand how the code works and make sure it secure and maximum optimized and provide support for them) and even because of some "legal" issues. But of course there is another way - add new feature by coding them from scratch, well that's for the 4images developers to decide
