search in your templates/header.html:

<body bgcolor="#FFFFFF" text="#0F5475" link="#0F5475" vlink="#0F5475" alink="#0F5475">and replace:

<body style="background-image:url({template_url}/wallpapername.jpg); background-repeat:no-repeat" bgcolor="#FFFFFF" text="#0F5475" link="#0F5475" vlink="#0F5475" alink="#0F5475">
the wallpaper store in templates/YourTemplates/images
