Installation, Update & Configuration / Image Resize Confusion Help!

Before I decided to  post this thread. I had searched over and over again about this problem. It makes me confused why it cannot do it? Why Jan set this up? Is there anyone or Jan can help me to clear this out?

The question is:

In the Control Panel under Settings there are several options such as Max. image width in pixel, Max. image height in pixel, and Max. image size in KB. What is the purpose of these option? To resize the pics or just to show users know that they should upload their pics that fit the designated size. These options didn't work actually, why does Jan set them up?

Does anyone know? Please help me to clarify this. Thanks.

just remove all code related to registration from the html files stored in the template folder and then you always have to secify the rule in the admin panel that everything can be done without registration. This really runs fine in the gallery we use

Thanks you very much for your prompt respond. But I would like to bother you again if you wouldn't mind.

Could you be more specific what files that I have to modify? where are they located? I am just a newbie. There are just many files I am affraid that I might screw up the whole thing.
