Yep that was the fix. Even the downloaded config.php file was stripped away.

I just tried to install the latest version with the english language pack and its corrupting the config file.
The problem I'm having is its going back to install.php no matter what I go to, admin, / everything just goes to install.php
Tried deleting install.php, which now resorts to a 404 page, tried manually creating the config file, nada, its broke, new install.

I have a vbulletin liscense for a board that is in transit between servers (So testing is possible)

There are two ways of doing it.
You can referrence the header.html with a header.php from another location on the server (Being your site's main navigation)
I have it working here.

Or if I understand what you are trying to do you want to set a menu to the left of the left menuing on the script.
Example:
Confirm what you want to do and Ill write a tutorial on how to do it.
The second way I have mentioned requires you to edit about 9 documents as Vienix has commented on, the first one is just editing one file and creating another.
