After i creat new cat , have a new folder creat but it's chmod is 755 , how can it auto chmod to 777 ?

This's my idea :
- Display last comment of user in his user profile ( Last my 5 comments will display in my profile , the same with another member )
- Display last 10  photos or more  in profile . ( Last 10 photo of a user will display at his/her profile )
