Please give me mod report. It can show on home page, can change in ACP, Admin can user bbcodes, html or editor

I have something and I want users attention to it.

On picture, the red arrows, I add it as html code in file home.html. It's an inconvenience.
I want have a mod can add it in ACP not have to add in the home.html file.
