how would someone go about making their 4images site commercial, like charging member $5 a year for example. And then how much to pay for the lisence from here?

I believe the commercial licence is $99 which is way worth it !
You would have to plug in some kind of payment stuff. I would personally do it via paypal. You can validate membership become they become active, so you can make people pay you first then you can activate them ! that's easy to do. look on http://www.hotscripts.com/php for a payment script that you would plugin to 4images
