Allow all users to contact registered members?

I can't work out how unregistered users can get to the contact form to contact registered users. Permissions message appears.

Any suggestions?

There is no setting to allow this.  Guests, anyone NOT logged in, cannot access the contact form to email users.  This is the correct behavior of 4images for security and SPAM reasons.  It's also because the mail form uses the email address of the logged in user when sending the email.
