Title: req for mod (download limit)

wanted a mod that work like this:

a member have to upload three songs per week in order for that member to download. if a member can not upload three song then he can not download.

so after he uploaded three song then he can download. after the 7 days is over he have to upload another three song again in order to keep on downloading.

and a mod that will check to see if the file have been uploaded. it will check for the size, the file name, and the duration (song). if its the same file then the member can not upload that song

With ID3 ... is possible but I no think is possible for PHP ...
