4images 1.7.4 with php5

New installation.
I using:
4images 1.7.4
php 5.2.3
mysql 5.0.45

gallery working. 
after upload a picture. Ok working upload.
but "Keywords:" area >>> empty

NOTE: Please display attach file..

Only - submit  a keywords(with turkish characters) failed. Blank display. (please see below attach)
and
Only - submit a comment failed(with turkish characters). Please enter a headline But already enter a headline.
and
Only - any a search keyword(with turkish characters) no result..

how to fix?
Using:
4images 1.7.4
my site charset: iso-8859-9 (turkish)
db charset: utf8_general_ci(collation)
centos 5 + plesk 8.2
php 5.2.3
mysql 5.0.27
system uptodate!
