Bulk Categories Through FTP

I want to create lots of categories.. through ftp.. like,

when i paste a folder named "my pictures" containing few images, in ../data/media

a new category named "my pictures" automatically gets created

Hope iam not asking for too much coz you people are pros.. please give your suggestions.. ill be grateful
