1 download for 1 upload...PLEASE HELP!

I am looking for a MOD that will allow users to download a pictures/image ONLY if they upload a picture/image. If they decide to upload only then they will be credited and the points will add up. Each time they download, they will get -1 point. If the user has no more credits then they can not upload anymore images.

I have version 1.7.6
I installed Multiple Upload MOD

If someone can please help me with this, i will very much appreciate it. If its necessary to remove the Multiupload mod then i will do so. Thank you!

I don't think this works for version 1.7.6...Also, i have the multiUpload MOD done. Can someone try to do a new mod for that?
