Title: Allowing Users Access to Create their own sub-categories

Hi,

I am curious if anyone has ever heard of it being possible for a user to be able to create their own sub-categories?  I wanted to see if it was possible for a user to be assigned their own private category, and it being able to allow them to create their own sub-categories at will.  Also, allowing them access to make their primary and sub-categories private or public viewing wise.

And, if this is not possible, could their be a mod created to do such a thing?
