Polish letters problem, site code ?

English: 4image does not show polish signs ( ś, ć, ó, ż, ź Etc.  )
           Is encoding of site locals in IE or something?
           Is necessary to change it in script?
           I have deleted signs in polish translation (Shows there is on screenshot but it is "STRONA GLOWNA" obliged to be " STRONA GŁÓWNA " ),
           but problem extrabecomes, as when some
           user it  incorporate using name with polish signs , problem return.

Polish: 4image nie pokazuje mi polskich czcionek, wychodzą jakieś krzaczki.
          Przyczyną może być przeglądarka (kodowanie strony) ?
          czy może cos trzeba ustawic w skrypcie, jakiś parametr ?
          Usunąłem z tłumaczenia polskie czcionki jak widac poniżej (np: STRONA GLOWNA)
          ale problem jest w tym, że jak np: jakiś user mi się zarejestruje jako krzyś czy inne imie z polską
          czcionka, to jest problem, wszedzie sie krzaczy w postach itp
