I Can't Add image name turkish characters

Hi

I can not add a picture on my site since a long time, the image name for the Turkish character.  first i    
thought . wonder i broke the sql.  But After i saw the other sites in my server which is using 4images script. All Sites has same problem. How can I solve this problem?

when i use this characters in image name place like this  example

all  4images script using sites  in my server give same problem.
