u shouldnt do that way, because {url_home} generated though $site_sess->url(ROOT_PATH."index.php") that add all neceserry query in the address.
the only way to include ?template= into the address "generation":$site_sess->url(ROOT_PATH."pms.php?action=inbox?template=")
or,  if u dont need any query in the address, then use simple plain: index.php?template= in your template.
