User Permissions and how to make an admin

Hello Everyone. i am new to this. i want to know how to set the user permissions nd everythign and how to make people andminisitrators and that kind of stuff.

Ive gone to Edit users and the Clicked on Permissions but then just a list of the categorys comes up.

click on edit user instead, there u can set their user level.
