Files permissions on Apache servers

If the PHP is used to upload a file it's owner becomes "apache" and it's permission are set how?

On my server the files are RW RW RW and they cannot be changed because I'm not apache I'm "baconzoo" that's my servers username and log in.

Where in the config or php files is that specified? What permission to set uploaded files?

sorry, but this is not Installation & Configuration problem of 4images.. moving..
