Auto-Thumbnailer and Auto-Image-Resizer

I am a bit confused  Would/could someone be kind enough to explain the Auto-Image-Resizer? Is this supposed to resize any picture that is larger than the size given in "Settings" to the size given in "Settings"? i.e. if the setting is 800x600 will anything that is larger be reduced?
Basically the same question for the Auto-Thumbnailer.

At present that doesn't happen in my set-up, but I can use the ACP to reduce the image.
