Uploading Problem

Please Help

Whenever i try to upload image this error message occur

Warning: move_uploaded_file(): SAFE MODE Restriction in effect. The script whose uid is 27786 is not allowed to access /home/vhosts/celebs.orgfree.com/data/media/3 owned by uid 99 in /home/vhosts/celebs.orgfree.com/includes/upload.php on line 113

What should i do
