Help with Member Personal Category

Hey
I fixed the Bug, but now ther is now not {if user_cat_edit} {endif user_cat_edit}. Should now there be a edit button to create a perosnal Category , because there is not a edit Button...If i activate the category as a admin, there is no category, too.
can somebody help me?
i need help.
