Cannot post in the mod forum?

I've tried searching for why I cannot post in the mod forum, but can't find an answer. I've combined a couple of posts to make a mod for users to add youtube videos, but I can't post it. What am I missing here?

You can not add MOD.
You have to install it in 4images.

I think you have to post your mod tutorial in this part of forum Mods & Plugins (Requests & Discussions) and after that is revised by moderators and moved to  Mods & Plugins (Releases & Support)

please post your mod in "Mods / Requests".
After reviewing the forum moderators will move it to "Mods / Releases".
