Is there any possibility to create a quota system for the users (MB or number of pics)?

Would it possible to give certain users (eg Superusers) approval rights only?
I would like to create a huge gallery with many users, but I don't want to give Admin rights to anybody.
It would be perfect to have a Moderator group and those in this group could approve the pictures, but could not access the rest of the admin interface.

Maybe it could be a new mod, or be included in the next version
