Shouldn't it be ranked according to vote score rather than the number of votes?

(I have a picture thats voted worse up to top because its voted alot ;p)

That's what "Top 5 Images By Rating" is for.  If you don't want to display images by the number of times they were voted on, just remove that section from the top.html template.
