Hi!
is there a way to have different encoding on same page?
for example, I need show russian text in KOI8-r and Windows-1251 encodings on the same page.
is that possible using PHP or HTML?

No. You can only use one page encoding per html page. Frames are your only option if you need different encoding in one browser window.
