Banning IPs and/or users email

Is there a way to ban a certain email address/ ip address from registering and gaining access to a 4images gallery??? (without making the registration depend on webmaster approval for each and every new person?)

To whom this may concern:
 I'm looking for help as to the mistry of banning an ip or e-mail addy as well and since this has been an issue for many other users ..i was woundering if in the futher will there be an add on of anything to fix this matter since all i can do is continue to delet the person at log in .. part 2 of this mistry is how can i set up a block on the temp folder so the cant take the images there .
