CHMOD question.

as I understand CHMOD changes permission for dir/files.
can it be used on windows based server? what kind of ftp server program can handle CHMOD command? do I have to have NTFS or FAT32 would work too?
so far I've tryed Serv-U ftp, that supposely support CHMOD, but it doesnt work on my Windows XP pro.
