can't install...why?

Hi,
Set me config.php info. and trying to install but keep getting this eeror:::

An unexpected error occured. Please try again later.
ERROR: Could not load configuration settings!


Now why is this?

I have 2 other questions ( related )
Does my gallery's directory have to be 4images or can I change it..I mean will it affect the installation process?

2nd the config.new.php
Should I rename it to config.new or leave it like it is?

I tried both anyways but still no go...

and no, it doesnt matter what name of the folder where 4images is installed.
