Can not upload images

I can not upload any file larger than 2mb,
i read about this problem in this topic

vano talked about .htaccess, but I don't how to do it, there is no such file in 4images root folder.

can any one help me with this problem.

use notepad, save it as .htaccess (no extension and make sure you put dot upfront!)
