I am very new to the web, and I downloaded the file followed the instructions and tried running the install.php file
http://dynamic4.gamespy.com/~pmoh_peeps/4images/lang/english/install.php like so but I get nothing, do I have to chmod anything? if so maybe it would be more usefull to make the readme clearer.

well i don't know what u are trying 2 do but i'm afraid this way is incorrect. the install.php must be in the root folder.

also, read /docs/installation.txt documentation.

It looks like you only downloaded the english language pack.  You must also download the 4images software itself.
