I'm sorry, I don't understand your question...well, how can you change a file - is simple, you download the needed file from the server via FTP and change it with a text editor...
But I guess it's not what you where asking, is it?

the wasak is trying to change the config name to something else

and also he wants to change the location of the new config name 

i think he want to make that changes as a security part

as i know

the config name cannot be change like that and he has to change some setting in the 4images files

so is that possible ??

open all 4images php files... search for config.php
replace it to your wish name..
adjust path if you are moving it to another place..

that is :)

it is not fuond that file name in the filer!!

in global.php search for config.php and change it to the new name

[EDIT]
to be more specific:
@include(ROOT_PATH.'config.php');

Change it to:
@include(ROOT_PATH.'includes/config_new_name.php');
