i copied the latest global.php to my 1.7.3 due to the FIX line that i could not find. suddenly now users are getting the following browser error:

A communication error occurred: "Connection refused"
The Web Server may be down, too busy, or experiencing other problems preventing it from responding to requests. You may wish to try again at a later time.
For assistance, contact your network support team.
----------------------
it happens frequently either accessing index.php, categories.php or details.php. Even while in admin page.
