Email registered users when new images???

Is it possible to have an option where registered users can check something in there control panel to enable/dissable the ability to be notified by email when a new imgae is added to the gallery?

Version 1.7 has an option close to this.  It's function is "Allow email from administrators" which governs which email addresses are shown in the listbox for sending email to users from the admin control panel.  I don't know of any feature in any version of 4images that sends email when new images are added.  Can you enlighten me?
