Timezone settings

Hello Jan,

I'm really impressed with your script, it has almost all features I wished to have in image gallery, instalation is streamlined and everything works great.

I have two wishes ...
- first one was already mentioned here ... User submissions
- and the second is setting of timezone in general settings. My server in GMT -5 and my visitors are GMT +1 and they are kinda confused by time information  :wink:

user submission is on the list but not in RC-2.
I will see what i can do with the time offstet.
