Captcha active without modifying config.php

I installed 4images 1.7.6 on my server.
My captcha is already active without adding these lines to config.php
$captcha_enable = 1;
$captcha_enable_comments = 1;
$captcha_enable_upload = 0;
$captcha_enable_registration = 1;
$captcha_enable_postcards = 1;

How it can be possible?

pleas read the Doc root/docs CAPTCHA.english.txt:

Quote
The CAPTCHA System is enabled by default.

and why 1.7.6, the newer version is 1.7.7

in v1.7.7 captcha enabled by default.
