Discussion & Troubleshooting / character problem after upgrade

after one of my friend upgrade from 1.7.1 to 1.7.4. The 4images start to not write turkish alphabet letters to comments and new images names and description. But we can correct it with edit button after load. we put 8859-9 nearly everywhere as turkish character. What can be the problem?

look for templates i am sure you will find something that you like... i  think there is a benner mod to put banner upside or you can modify your home.html of your template

sorry i am not an advance user but i got the code and put it to site as card_viewer.php and run it and i got the error

Not sure if i make a mistake. Can you help?
