Discussion & Troubleshooting / character problem after upgrade

after one of my friend upgrade from 1.7.1 to 1.7.4. The 4images start to not write turkish alphabet letters to comments and new images names and description. But we can correct it with edit button after load. we put 8859-9 nearly everywhere as turkish character. What can be the problem?
