"settings saved" but nothing is saved at all

another problem. ive installed it with no problems. no error messages nothing.
when i try to upload photos, nothing happens, the upload menu reloads and it stills the same.
on the settings when i try to change them it appears "settings saved" but nothing is saved.
i can add categories with no problems. but when try to change the look or something else
nothing happens.

please help
