help me please

I'm getting this when i try to upload and am at whits end have remade folders numerious times and it only happens when i try to upload the file thru IE not ftp .... i am at a loss tryed to look thru past post but only thing i seen is about line 114 if anyone could help me i would greatly appercate it

u didnt set proper permissions acording doc/installation.txt
