About the thumbnail

When a small image of 20x20 is uploaded, it is enlarged to the size of a thumbnail,
if the size of a thumnail is set to 100x100.
Is there any way I can prevent this?

At the moment I can't confirm this, but it shouldn't happened on unmodified 4images

I searched the FAQ and TIPs with 'thumbnail' and 'small', but
cannot be sure which is the answer.
Could you specify which tip will solve my problem?

I just confirmed, it does not happened on unmodified 4images. Please give step by step how to reproduce it.
For now I tend to assume It must be something you've changed.
A link to the site could possibly help.
